That was an interesting question and I had to put it to a few folks running various programs. The overall answer is this: "FERPA relates to Carib STUDENTS who attend schools that get FAFSA money." This means that those awful stats about 50% grads getting a residency (that number is plucked out of the sky to prove the point-please look it up if you truly want the most latest data on the latest match results) are actually 50% (again, made up) of the grads from a school that got FAFSA money. Think of the likes of Ross and St. George's, etc. Students from a school that does not get this money (ie-XUSOM), and therefore is not responsible to the American Taxpayer to produce a productive medical professional, is not counted. Residency programs get their money from the Medicare/Medicaid system which is a totally different department (Department of Education vs. Department of Health and Human Services).
Very eyeopening to find the truth out about the stats. But the original question and answer is useful too. Hope that helps.
