This is absolutely not true. After the 3rd year of study, they force all students to study in Romanian language otherwise they get kicked out. This is so they can save money by not hiring English speaking professors. I know this because many students have transferred from Cluj to Iasi this year and many more will come next year. I have heard the same for Constanta. Be very careful where you apply for. You need to consider everything.

It sort of makes sense. Except if they actually kick you out.
In Carol Davilla for example you MUST pass romanian exams to move onto the third year. This in my opinion is good, or you'll have to rely on translators whenever you need to talk with patients in any clinical work.

They all have English programs but I know people studying in all of those countries +Hungary and they all tell me its crazy hard there. Maybe Slovakia but definitely not Czech, Poland, Hungary!

UMF Iasi has General Medicine, Dental Medicine and Pharmacy in English, French and Romanian.

Iasi is a student center. Its got 80,000 students and 12 universities. Cluj is an economic hub and one of the most important business centres of Romania. Naturally, Iasi is cheaper.
